This report examines the persistent challenge of gender‑based and domestic violence in Namibia nine years after independence. Although the Constitution guarantees fundamental rights and freedoms, many Namibians especially women and children remain vulnerable to violence deeply rooted in cultural norms and historical injustices. The document summarises the proceedings of a UNAM Gender Training and Research Programme workshop titled “Gender Perspective in Law and Violence,” which brought together government officials, NGOs, academics, and legal professionals. Discussions highlighted the need for legal reform, stronger law‑enforcement responses, social transformation, and the integration of gender issues into national development efforts. The report includes key deliberations, conclusions, and recommendations aimed at strengthening protection and promoting a culture of non‑violence in Namibia.
