This document summarises key aspects of Namibia’s rural water supply framework, as presented by the Department of Water Supply and Rural Development. It highlights the establishment of the national Water and Sanitation Policy (WASP), designed to ensure sustainable access to safe water for rural communities in communal areas. WASP aims to improve public health, reduce the burden of water collection, promote community‑based social development, support subsistence needs, and contribute to economic development. The policy requires all rural water points to be integrated into community‑based management systems and to achieve 80% cost recovery by 31 July 2007. The report outlines the three implementation phases of the rural water supply programme: capacity building, operation and maintenance, and cost recovery. These phases reflect the government’s commitment to sustainable, community‑led water resource management, empowering rural communities to take ownership of water points while ensuring long‑term viability and equitable access.
