This document outlines the development of Namibia’s tertiary education system before Independence, when educational planning was administered from Pretoria. In 1980 the colonial administration established The Academy, comprising Technikon Namibia and the College for Out‑of‑School Training (COST). Initially affiliated with the University of South Africa (UNISA), the institution gained autonomy through the Academy Act of 1985, which also added a third component the University of Namibia.
