This study focuses the promotion and transfers within the Namibian Police force. For a democratic country to function properly, this is necessary that the government and the citizens respect the "rules of law." The "rule of law" means that the law is enforced equally, fairly, consistently, and the government does not make arbitrary decisions, but heed to the provisos of common law. The field of study for Public Administration covers the administrative framework and the basic principles underlying organization,administration and management, Since the police force is part of the public service, the general principles applicable to Public administration are also applicable to the police force
Chapter one examines the background to the study, the statement of the problem, the research question, research methods, outline of the study, and the meaning of concepts or definitions. Chapter two examined the specific study that of promotion policy in the Namibian Police. Through this study the findings were that, the police management does not adequately adhere to promotion policy or simply ignored. Chapter three examined issues of balanced structuring of the Namibian police force, it further investigated as to whether the Namibian police reflect a balanced structure as enshrined in Article 116(2) of the Constitution
In this case the study has shown that here are imbalances in Namibian police in terms of appointment and promotions. This has lead to a situation whereby one ethnic group dominates all rank structures and commanding positions. Chapter four continue to examine issues of transfers. This study revealed that policies and procedures were not properly implemented and followed. In fact police monument does not adhere to the common law right to natural justice and constitutional right under Article 18 of the Namibian Constitution. The audi principal requires prior consolation prior a decision is taken which adversely affects the rights of any person. Authority must be exercised in a certain manner, which is within the boundaries of the law
