The researcher collected data through questionnaires and conducting individual as well as group interviews. She interviewed two teacher librarians, one per secondary school and a group of 16 teachers, 8 teachers per secondary school from different subject disciplines, questionnaires were completed by 100 learners, 50 learners per secondary school
The major findings of the study were: (i) There are no qualified teacher librarians in both Oshakati and Iipumbu senior secondary schools (ii) Teachers do not have a habit of referring learners to the library (iii) The time allocated for the opening of the library is too short (iv) Learners do not find materials they need at ease (v) Both schools do not offer Basic Information Skills (vi) Libraries do not have physical facilities (vii) Resource-based learning is not implemented at Oshakati and Iipumbu senior secondary schools
Data collected were interpreted and analyzed. Tables are used to indicate the frequency of using the school library by teachers at Oshakati and Iipumbu senior secondary schools
