dc.description This study critically examines the proposed upgrading of the Ogongo–Oshakati earth canal into a concrete structure and assesses its social, economic, and environmental implications for water consumers in the Owambo region. Against the backdrop of a regional water‑supply crisis, the report highlights systemic issues such as unsustainable water sources, inadequate distribution capacity, and the absence of a coherent water‑planning framework. The study underscores the need for a coordinated, region‑wide water master plan to ensure long‑term, equitable, and sustainable water provision, while cautioning against fragmented, short‑term interventions that risk harming both communities and the environment. en_US
