dc.description This paper explores the complex role of participation in contemporary development theory and practice. Although widely promoted as essential to community‑based development, participation remains a contested concept, often producing challenges alongside benefits. The study examines the Oshakati Human Settlement Improvement Project (OHSIP) in northern Namibia, where participatory methods were introduced to guide urban upgrading efforts. By analysing the strengths and weaknesses of the approach used, the paper highlights key lessons, limitations of participatory development, and proposes recommendations on the most appropriate forms of participation for similar initiatives en_US
