Although widely promoted as essential to community‑based development, participation remains a contested concept, often producing challenges alongside benefits. The study examines the Oshakati Human Settlement Improvement Project (OHSIP) in northern Namibia, where participatory methods were introduced to guide urban upgrading efforts.
