| dc.description | This paper reports on an MRC/UNAM initiative aimed at strengthening regional capacity for science, technology, and industrial development in Namibia. Motivated by concerns over the limited participation of regional private sectors particularly outside Khomas in implementing technical projects, the MRC launched a mission to northern regions to assess needs and identify opportunities for collaboration. The study highlights regional dependence on centrally executed planning and budgeting, the anticipated decentralisation of development functions, and the need to retain development funds and job opportunities within the regions. It outlines proposed forms of technical cooperation, capacity‑building strategies, and the role of MRC/UNAM in supporting regional councils as Namibia prepares to implement the national Decentralisation Policy. The paper also documents discussions with ministries and the National Planning Commission on aligning MRC’s contributions with future decentralised development programmes. | en_US |
