The research was conducted to assess the effectiveness of information need and service offered at the Community Learning and Development Center, hereinafter referred to as CLDC. The target group of the research project was the community users who normally visit the center, community at the surrounding and center coordinator. The study was focused on assessing information needs and information services to determine the effectiveness of existing information such as education on health related matters, jobs,businesses and school related information, civic and entertainment issues and other needs that satisfy the needs of the community. The researcher used both qualitative and quantitative methods and administration of both close ended and open-ended questionnaire was developed around the domains which literature were asserted to contribute to the services of information needed in the community. An interview was conducted to those members of the community who are unable to read and write using the same questionnaire. The subject of the study was 100 respondents both male and female selected by quota sampling and 2-center coordinator interviewed to validate the study.The center is situated at low-income area the city of Windhoek the capital city of Namibia. The assessment was accomplished by various methods including direct observation, analysis of feedback obtained through interviews and questionnaire. The study was assessed, how the coordinator likes to bring about development in the center and how to develop it. The study was also assessing how the center can improve its services in order to satisfy the community information need
