Secondly, the paper will critically analyse and discuss the changes made to the common law regarding locus standi by the provisions of the Namibian Constitution. In this regard the paper will also, briefly, discuss the principles of constitutional interpretation. The purpose of this exposition shall be to indicate how the provisions regarding locus standi in the Namibian Constitution should be interpreted and given effect to
Thirdly, the paper will discuss and compare the doctrine of locus standi in other jurisdictions. The purpose of this exposition shall be to compare how persons are accorded legal standing to challenge administrative actions and to enforce fundamental rights in other countries, with a view to exposing the inadequacy of locus standi grounds in the Namibian constitutional and administrative law
The conclusion will attempt to highlight the problem regarding locus standi in the Namibian constitutional and administrative law, and suggest any possible solutions thereto
