The study focuses its attention on whether the Tender Board facilitated economic empowennent to the previously disadvantaged Namibians through the utilization of Affirmative Act 1998, Article 23 (2) of the constitution and Section 15 (5) of the Tender Board of Namibia Act 1996
The first two chapters deal on the introduction as well as the analytical framework of the procurement system in Namibia. The introduction explained among others the preamble, the research problem, research questions, the methodology used, sources of data and the plan of the study. Important concepts used throughout the research study and the nature and functions of the procurement system in Namibia are clearly explained in the second chapter
The third chapter discusses about the economic empowerment process using the Tender Board as an important and effective instrument to achieve these objectives. The chapter discusses whether the Namibia legal system created conducive environment to achieve economic empowerment and succeeded in the alleviation of poverty
Chapter four put emphasis on the issue of affirmative action at global level as well as its historical background and practices in Namibia. The argument is accompanied by appropriate data to justify whether empowerment is taking place
Chapter five put in proper perspective the achievements, successes, problems and possible failures of the process. The rise of Economic Empowerment awareness in Namibia is regarded as a successful achievement and an important element of this chapter as characterized by its historic conference of 22-23 October 2002
The study summarizes its conclusions by making proposals and recommendations by also embracing the decisions of the economic empowerment conference to establish Black Economic Empowerment Commission, Black Business Management Forum, Tender Advice Centres, decentralization of the Tender Board functions to the regions as well as the review of the existing Tender Board Act to make the Economic Empowerment Process more meaningful and mandatory
