dc.description	While the idea of a comprehensive system of school clusters was largely introduced by the Basic Education Project (BEP), it is important to recognise that the growth of the system has mainly been driven by needs from within schools and regional education offices. Most of these needs spring from three factors: the isolation of schools, the small size of the great majority of schools, and organisational problems.	en_US
