dc.description.abstract This dissertation focuses on land reform and the land question in Namibia, which the Namibian government is currently addressing. The main aim and object of this assignment is to address issues pertaining to "willing buyer, willing seller" as a method of land acquisition by the Namibian government. Since the Namibian government can also acquire land for resettlement through land expropriation as per article 16(2) of the Namibian constitution, references will be made to the issue pertaining to land expropriation under Namibian legal system as well as the position of land expropriation of other neighboring states and the international position. This dissertation will further look at the categorization of beneficiaries of commercial land and the ability of these beneficiaries to pay back the Agribank loans. It is important to the reader, to note that this dissertation focuses on commercial land, which is being regulated by the Commercial (Agricultural) Land Reform Act, 1995, and not on communal land. Although the dissertation will mainly target or address issues pertaining to land reform in Namibia, international standard, especially on the position of land in other African countries such as South Africa and Zimbabwe will be considered. The dissertation will look at how those states address the issue of land reform within their own national legal frameworks. en_US
